We are pleased to share some exciting news – Pangea Environmental Services has become Broad Spectrum Environmental, Inc, under the leadership of our Principal Engineer, Tim Naughton. We are extremely proud to carry on Pangea’s more than twenty year legacy in the Bay Area and our industry. In many important ways, we remain the company you’ve known, with the same remarkable project managers, the same talented staff, the same Berkeley location, and an unchanged commitment to providing our clients with comprehensive and professional environmental services. We look forward to sharing more with you soon.
Livermore Expands Contract in 2025 to Clean Up Downtown
The city of Livermore extended its April 2023 contract with BSE (then Pangea) to December 2028 and increased its funding for the cleanup and redevelopment for a heavily contaminated area in downtown Livermore. With BSE’s help, Livermore was able to secure a $7 million grant from the Department of Toxic Substances Control to fund the work. Livermore also selected BSE out of multiple qualified applicants to work as their on-call consultant for environmental site characterization and remediation projects and operations.
ACDEH Releases Updated VIMS Decision Matrix in 2021
In May 2021, Alameda County Department of Environmental Health (ACDEH) issued an updated decision matrix for the design of vapor intrusion mitigation and migration controls. The updated decision matrix helps the ACDEH select the redundancy for engineering controls and contingency controls — thereby helping BSE determine what steps to take to address vapor intrusion.
New State Funding for Chlorinated Solvents and More
In 2015, a Site Cleanup Subaccount Program (SCAP) was created by California Senate Bill 445 and administered by the State Water Resources Control Board. The SCAP program provides funding (grant/reimbursement money) for investigation and remediation of impacted groundwater cases. Application evaluation criteria focuses on degree of potential human health and environmental impacts for small or financially disadvantaged communities. This is a new and evolving program for which Pangea has applied for funding for several of our clients. Contact BSE to see if your project may qualify.
Underground Storage Tank (UST) Cleanup Fund Extended to 2026
In 2014, the passage of California Senate Bill 445 extended the Underground Storage Tank (UST) Cleanup Fund until January 1, 2026. The bill provided additional funding and also required the removal of single-walled USTs by January 1, 2026. Former BSE President & Principal Engineer Bob Clark-Riddell assisted with bill support as the Vice President of CORE Environmental, Inc, a non-profit organization.

Vapor Intrusion Mitigation Systems (VIMS) Gain Prominence
Recently, vapor intrusion concerns are a primary driving force for site cleanup for our clients’ development projects and dry cleaner/solvent sites. BSE has designed and certified installation of VIMS systems to facilitate building occupancy, safeguard human health, and facilitate regulatory case closure.
